ETI REVISES
THE INSPECTION/MAINTENANCE (I/M) PROGRAM SECTION OF WEBSITE
With many thanks to ETI's
former Technical Manager, Rich Pershell, ETI has launched a new I/M Program Section on the ETI
Website.
Vehicle inspection and
maintenance programs (I/M) are in place to improve air quality by identifying high-emitting vehicles in need of
repair and bringing about the repair as a prerequisite to vehicle registration within a given non-attainment
area.
ETI has been
providing an overview of U. S. and Canada Vehicle Inspection/Maintenance
(I/M) programs since the early BAR 84 programs to both our members and the public.The I/M update format was last revised in 2006 when it was released in Adobe Acrobat
format.
In the 2009 new release, the format becomes
individual web pages. This new, easier-to-use format includes programs, contact(s), along with details of when
the program was instituted, who is tested, fee structure, pass/fail, and what is inspected. Useful comments are
included.
There are currently 32 states and the District of Columbia that
have I/M programs in the United States and the 2 provinces in Canada. From the I/M section homepage users can
review I/M terms and/or select a program to review.
The biggest advantage of the new format is that it can be updated at
any time without replublishing. This way when a state administrator reports a change to his or her state's
program the change will be publically available almost immediately. There is a change log page that keeps
track of the changes and when they took place.

I/M Flowchart Update
Bernie Carr Has spent a tremendous amount of time updating the I/M Flowchart.
ETI and the whole industry owe him a debt of gratitude. This document is a guideline in the form of a
flowchart to explain the logical steps that could be used by a Test Analyzer System (TAS) when performing the
OBD portion of an Inspection and Maintenance test in the United States.
The chart is used by I/M equipment developers and state agencies to make sure that errors
aren't introduced in I/M test equipment and procedures when implementing a new program. This flowchart explains
every step in the OBD I/M testing process.
Bernie is an outstanding volunteer very knowlegable in the I/M and OBD
fields.
